Does Okta integration really need a server?

We are going to add oAuth to the applications we make make and so want to have an install of it for our dev's to work with.

I have created a trial install of it and of course want to setup  a sync with Jumpcloud, however to use the LDAP method the jumpcloud knowledgebase doc' refers too Okta seem to want me to install an agent on one of my servers.

This doesn't seem quite right as both Jumpcloud and Okta are cloud based, why does a "physical" server need to be involved, can they not communicate directly? and as Okta is currently the dominant supplier in the oauth space, isn't there a more smoother packaged way to setup a link between it and JC?
