How do I create a Wallpaper Policy for Mac devices that also changes the image on the lock/sign-in screen?

So I'm trying to create a script to change the wallpaper on MacOS devices. I currently have a script and a command that places the desired image on the device and then applies the image to the background for all accounts on that device. The problem comes in with the Log-in screen. After looking into it my theory is that the applied wallpaper is essentially just masking over the original. When I go to the wallpaper menu, the originally selected wallpaper (the default Ventura wallpaper in this case) is still selected and also shows up on the log-in/home screen. Is there a way the push a wallpaper that applies to both the desktop and the log-in screens?
